This kind shoes have a rubber ribbon which is to tight around the heels and get used in the disciplin rhythmic gymnastics where very fast turnings are an essential part of each exercise but such fast turnings lead to burns on the toes. Since they only cover the toes the rest of the foot is bare and such turnings would be impossible with gymnastic pumps on.
