Trousers is another word for Pants. I don't know if there really is any formal difference between the two. I do know that in the UK and Ireland, what we call underwear is known as pants.

These garments soon became the fashion among the younger Erewhonians, although wearing them was banned on the grounds of the Musical Banks.
